I would say if I was making a list of congresses expenses from top to bottom, I would put the military on top (We might argue about the size but an army is necessary) and national endowment for the arts on bottom.
I think we should make a list of expenses from top to bottom of needs and wants and don't spend more than comes in each year. We MUST have an army. We must have diplomats, we must have courts, we must have mail, we must coin money. The farther down the list we go we start getting into wants.
